Rename FENCE_KDUMP_CONFIG to FENCE_KDUMP_CONFIG_FILE

Renames FENCE_KDUMP_CONFIG variable to FENCE_KDUMP_CONFIG_FILE to
distinguish it from values read from fence_kdump_args option in
kdump.conf (introduced in following patches).
