spec: install udev rules 98-kexec.rules to /usr/lib not /etc
Resolves: rhbz#1131169 Zbigniew (systemd developer) pointed out that our udev rules should install to /usr/lib/ not /etc. Because /etc is supposed to be used by sysadmins only and package should install by default into /usr/lib.
