mkdumprd: Fix dracut args parsing

Previous commit f13eab6 ('mkdumprd: simplify dracut args parsing')
break dracut arguments parsing for some use case, this should fix it
well.

Passed nfs/local/iscsi/ssh dump test, and with extra dracut_argss.
