    Enable zstd compression for makedumpfile in kexec-tools.spec

    The Zstandard (zstd) compression method is not enabled:

        $ makedumpfile -v
        makedumpfile: version 1.7.0 (released on 8 Nov 2021)
        lzo         enabled
        snappy      enabled
        zstd        disabled

    This patch will enable it when building kexec-tools rpm package.
