    factor out kdump_get_arch_recommend_crashkernel

    Factor out kdump_get_arch_recommend_crashkernel to prepare for
    kdump-anaconda-plugin for example to retrieve the default crashkernel
    value.

    Note the support of crashkenrel.default is dropped.
