Jerome Marchand ace93bec3f Update the license and convert it to SPDX 3.0 
As of v2.3.1, there is no mention of GPL-2.0-or-later or GPL-2.0+
outside of the GPL-2.0 license file itself. Also convert to the SPDX
3.0 format (-only and -or-later prefix for GNU licenses) as it seems
that gating isn't happy about the LGPL-2.1 name.
