sysconfig: use initramfs_options to reduce memory usage 
Resolves: RHEL-105198
Upstream: kdump-utils
Conflict: yes, the gen-kdump-sysconfig.sh was refactored, so we need
to manually modify the KDUMP_COMMANDLINE_APPEND= options.
