Yaakov Selkowitz 09b403ba63 Fix flatpak builds of Java packages 
Build-time only dependencies remain in /usr, and therefore both /app and
/usr builds must be discoverable.  Also, provide a symlink so that xmvn
can find java-utils in the usual location even when javapackages-tools
is built in /app.
