Use misc/irqbalance.env as irqbalance.sysconfig
The irqbalance.sysconfig file in the rpm repo is outdated. In this patch, we will always install misc/irqbalance.env as the up-to-date irqbalance.sysconfig file. Signed-off-by: Tao Liu <ltao@redhat.com> Signed-off-by: Timothée Ravier <tim@siosm.fr>
