1cc48cfb9c Update to 7.6.1 (#1725333) 
This allows IPYTHON_TESTING_TIMEOUT_SCALE=4 to workaround random build failures.

We also cannot longer use decorators of numpy as they are gone (_private).

The Python 3.8 patch was merged upstream.
