Subject: hypervkvpd.service: ordering fixes
- Only start kvpd under Hyper-V.
- Minimize dependencies for kvpd by removing the unnecessary
network.target requirement, but add kvp device and mount
requirements.
Start before cloud-init-local.service which relies on kvpd
for Azure.
