2281270aa8 - sanitize CFLAGS used by /usr/bin/apxs by default (#1873020) 
- add vendor-apxs script in libdir/httpd/build which exposes full CFLAGS
- redefine _httpd_apxs RPM macro to use vendor-apxs

* drop "apachectl fullstatus" support
 * run systemctl with --no-pager option
 * implement graceful&graceful-stop by signal directly
