reenable "make check"

We now use "-cpu max" (libguestfs upstream commit 30f74f38bd6e).

(This has nothing to do with RHBZ 2209280 BTW, but the bots don't let us
commit maintenance-only patches.)

A port of libguestfs dist-git commit feaa7975e516 ("reenable quickcheck",
2023-05-25).
