Install dconf gsettings backend by default

This adds 'Recommends: dconf' so that we get a reasonable gsettings
backend installed by default, as requested by the KDE spin. gtk+ uses
gsettings for storing filechooser settings and the default 'memory'
gsettings backend is not great when the user wants to alter the
filechooser prefs.
