Backport upstream fix for CVE-2026-18297 from GStreamer monorepo MR #12044. The patch adds a check in the Opus decoder to avoid using channel positions when the channel count exceeds 64, which is unsupported. The upstream patch paths were adjusted from the monorepo subproject layout to the downstream flat directory structure.
