Revert annobin's regex removal into cflags_sed

Browse Source 
Besides re-introducing the annobin sed replacements, it fixes
duplicate '-fstack-protector-strong' flags and remove the sed
replacement '-fno-stack-protector' as it has no effect.

Resolves: #RHEL-89464
