This adds fix for fingerprint appearing when not corresponding.

Use dedicated icon for captive portal 
The previously used "network-workgroup" icon is provided by the
default icon theme, but rpminspect isn't aware of this, and thus
warns about a missing icon.

The icon isn't great in this case anyway, so rather than tweaking
the rpminspect configuration, add a dedicated app icon for the
portal (created jimmac)

Not all patches have been upstreamed, so re-apply the changes from
RHEL 9 that are still relevant.

Downstream branding will be different in RHEL 10, so it has been
left out for now and will be handled in a separate issue.

286a7be2ac Don't recommend WebKitGTK in RHEL 
Apparently even weak dependencies cause the package to get pulled in by
content resolver, so this needs to be made conditional.
