Nothing depends on the portal right now, so pull it in via
gnome-shell. While that is a bit backwards, we already do
the same for xdg-desktop-portal-gtk ...

ffe53bf2c5 Stop setting CAPS_SYS_NICE 
It is needed to make the "rt-scheduler" experimental mutter setting
work out of the box, but is known to cause issues with gvfs (network
filesystems, trash).

eca4e666d6 Update generated stylesheets
