Replace the deprecated baseos-ci.brew-build.tier1.functional rule with
fast-line and slow-line rules for tier0, tier1 and testsuite tests.

CI gating: Rename the side-tag rebuild test

Rename baseos-qe.brew-build.scratch-build.validation
to osci.brew-build.rebuild.validation because of
https://issues.redhat.com/browse/FACTORY-4119 .
