x86_64: Remove lazy tlsdesc relocation related code

||
|
|
||
|
_dl_tlsdesc_resolve_rela and _dl_tlsdesc_resolve_hold are only used for

||
|
lazy tlsdesc relocation processing which is no longer supported.
