- 0.10.40 - libintl is now LGPLed (it was GPLed). Note that RHL uses the
    glibc version, and don't include libintl from gettext.
- include new man pages
- don't include the elisp mode - bundle it into the main emacs package,
    like we do for XEmacs.
- README-alpha no longer exists, so don't list it as a doc file
