Redo preset call on upgrades
The preset was changed to 'enable', as part of https://fedoraproject.org/wiki/Changes/EnableFwupdRefreshByDefault (see https://bugzilla.redhat.com/show_bug.cgi?id=2236498). To update existing systems on installations, this adds a trigger scriptlet that will fire when upgrading from older releases to F39 or F40.
