Re-enable PKCS11 support in RHEL

The PKCS11 support was dropped for RHEL because of the missing pkcs11-helper
dependency. This dependency is no more needed since the 3.6.2 release. Let's
enable the PKCS11 support again.

Resolves: RHEL-31753
