raddb: Move trigger.conf INCLUDE before modules

Move "$INCLUDE trigger.conf" chunk before module section in
"radiusd.conf.in". This makes it possible to reference "snmptrap" and
related trigger variables under "pool.trigger" in module configurations,
simplifying them.
