+Subject: [PATCH] don't prefer $TMPDIR over --tmpdir

+Ability to use `$TMPDIR` was introduced in bc1e69b but
+causes the `--tmpdir` option on the command line to be
+ignored. Switch to only using `$TMPDIR` if `--tmpdir`
+wasn't specified.
