Enable librte_vhost NUMA-awareness

Note that CONFIG_RTE_LIBRTE_VHOST is enabled by default in DPDK
since 2.1 so we can "reuse" the redundant line for enabling
CONFIG_RTE_LIBRTE_VHOST_NUMA instead, but that makes the commit
seem slightly strange.
