David Cantrell adafcc2149 - Install libdhcp_control.h to /usr/include/isc-dhcp/libdhcp_control.h
- Update libdhcp4client patch to use new libdhcp_control.h location
- Remove __fedora_contrib/ subdirectory in /usr/share/doc/dhcp-3.1.0,
    install those docs to /usr/share/doc/dhcp-3.1.0
