routine rebase debugedit for rhel 10.3

- New upstream 5.3 release
- Drop release gpg key, unsupported by gpgverify.
- Drop all local patches
- Add debugedit-5.3-elflint-test.patch
- Add gcc-c++ as BuildRequires
- Add gdb as BuildRequires
- Install debugedit-classify-ar and man page
