Tulio Magno Quites Machado Filho 7ca2731b6f Revert "Drop dwarf4 patch in favor of config files" 
This reverts commit 4d5309efc8 in order to
fix an issue where debug information is enabled by default even when -g
is not used.

Resolves: rhbz#2239619.
