Frédéric Bérat 9dd82ecf6e Make autoconf a provider for autoconf-latest
When upgrading from rehl 9 to rhel 10, there may not be an
autoconf-latest package available. We therefore make the autoconf
package a provider for autoconf-latest and the versioned autoconf
package. That way, if autoconf-latest was installed but isn't available
in the next release, autoconf gets installed instead, until a dedicated
version of autoconf-latest gets provided.

This solution isn't ideal as autoconf-latest is installed on an
alternative path, but it covers the case when the user as set its PATH
to add /opt/rhel/autoconfNNN.
