A GNU tool for automatically configuring source code

Pavel Raiskup 836b1ccd10 config.site: install /usr/share config.site again ... This should be safe for Fedora packages now. The rpmbuild exports the CONFIG_SITE=NONE environment variable (in rawhide - fc20 only now, see the bug #962837) so the package building process is not affected by this change.
