Modernize the spec file

Browse Source 
- Use bconds for conditional build logic
- Use autosetup macro for unpacking + patch application
- Use standard macros for building and installing files
- Minor formatting fixups
- Stop installing license files as documentation
- Remove unnecessary scriptlets
