Neal Gompa 33fa831b30 Update to 2.0.18 
This includes a number of fixes for Wayland support.

Additionally, fix a multilib conflict with SDL_revision.h
discovered in Fedora Linux 35 development.

Finally, fix the issue so that the -devel subpackage does not require
the -static subpackage.

Resolves: rhbz#2028076
