Subject: [PATCH 2/2] Issue 4384 - Separate eventq into REALTIME and MONOTONIC
Description: The recent changes to the eventq "when" time changed
internally from REALTIME to MONOTONIC, and this broke
the API. Create a new API for MONOTONIC clocks, and
keep the original API intact for REALTIME clocks.
