Backport MR#13231 and revert MR#3724 to fix Tegra (kherbst)
This should fix graphics on Tegra (inc. Jetson Nano). Patches provided by Karol Herbst consist of a backport of https://gitlab.freedesktop.org/mesa/mesa/-/merge_requests/13231 and a reversion of https://gitlab.freedesktop.org/mesa/mesa/-/merge_requests/3724 see https://bugzilla.redhat.com/show_bug.cgi?id=1989726#c43 .
