drop chkconfig from arm kickstart
The livecd-tools/imgcreate issue where it still used chkconfig to enable services was resolved with release 27.0-1 so the chkconfig requirement can now be dropped. Signed-off-by: Peter Robinson <pbrobinson@fedoraproject.org>
